Added / fixed token images for several commander sets (#9000)

* Stopped OGW tokens which don't have images being used as image sources

* Removed C13 as a token image source as it has no related token images

* Added support for and assigned C14 token images

* Added support for and assigned C15 token images

* Added support for and assigned C16 token images

* Added support for and assigned C17 token images

* Fixed C18 token images

* Fixed C19 token images
