[LTR] Implement Rise of the Witch-King (#10466)

* [LTR] Implement Rise of the Witch-King

Another straight-forward card implementation for the new set.
Almost identical effect than Deadly Brew from STX.

* fix test to check on creature status not permanent

* undo wrong fix

Was confused for a moment, there was nothing wrong with removing non-permanents from the 'possible choice of permanents in your graveyard' pool.
